The driver of a vehicle who uses the toll road network or the urban road network and refuses to pay the toll prescribed by the authority, or who evades or attempts to evade payment of the toll prescribed by the authority, may be arrested without warrant. Anyone who displays a sign, signals a moving vehicle, causes a vehicle to stop or stands in front of a ramp or carriageway of the highway on the highway or the metropolitan road network for the purpose of requesting a trip on the highway or metropolitan network may be arrested without warrant and punished by a fine of not more than fifty dollars.
